&lt;p&gt;In 1993, when charter schools were a new, &lt;a href="https://www.edpost.com/stories/time-for-democrats-to-recognize-the-progressive-roots-of-charter-schools"&gt;bipartisan idea&lt;/a&gt;, President &lt;a href="https://www.educationnext.org/federal-charter-schools-program-short-opinionated-history/"&gt;&lt;span&gt;Bill Clinton&lt;/span&gt;&lt;/a&gt; proposed supporting them with federal funds.
